Early action admission

Can an early action applicant to Carnegie Mellon apply to another college as an early action applicant that is non-binding? For example, can my student apply to both Carnegie Mellon and MIT early?

Carnegie Mellon - https://admission.enrollment.cmu.edu/pages/application-plans-deadlines - states that an applicant may not apply to another university as early action/decision applicant even if the requirements of the other university are non-binding, for example in the case of MIT - http://mitadmissions.org/apply/freshman/cycles.
